ESKAY Group selected to Support TxDOT Alternative Delivery Program as a PMC

ESKAY Group is proud to announce its selection as a subconsultant to WSB in support of the Texas Department of Transportation’s (TxDOT) Alternative Delivery Division (ALD) Program Management Consultant (PMC) contract.

Under this engagement, ESKAY will provide specialized Operations & Maintenance (O&M) program support, contributing lifecycle governance, compliance oversight, and strategic advisory services to TxDOT’s Alternative Delivery Program.

ESKAY’s expertise in alternative delivery is rooted in firsthand leadership experience within TxDOT’s ALD, where the firm’s founder, Sachin Kunagalli, P.E., previously managed statewide Design-Build O&M oversight and enterprise systems supporting program governance. This experience spans Design-Build, Comprehensive Development Agreements (CDA), and lifecycle performance monitoring across Texas.

As part of the PMC team, ESKAY will support:

• O&M compliance and performance monitoring

• D&C-to-O&M transition governance

• Risk tracking and lifecycle oversight

• Programmatic consistency in alternative delivery implementation

• Strategic updates to program-level documents and procedures

As a lead designer, ESKAY will provide engineering design services for the installation of DC fast chargers at Shell gas station in Corsicana, Texas. Design services include civil and electrical designs.

As part of Parsons team, ESKAY will provide design services to various TxDOT Districts as part of this five-year contract. TxDOT is looking forward to utilizing statewide PS&E contracts for various TxDOT Districts to assist in project delivery.

ESKAY to support Mobility35 Program for TxDOT Austin District as a GEC

As a General Engineering Consultant (GEC), ESKAY will support TxDOT Austin District for the Mobility35 Program. GEC services include oversight, performance management, scheduling, administration, planning, and public involvement for Mobility35 in Williamson and Hays Counties, and for construction support of CAPEX North and CAPEX South projects.
